Resources on Wisconsin's 2007-09 Budget Deficit

The large budget deficit announced in February 2008 could have severe consequences for services needed by children and families in Wisconsin, as well as programs for other vulnerable state residents.

We will add material to this webpage frequently as the Governor and the Legislature develop and debate proposals to address the deep deficit in the 2007-09 budget bill.

BUDGET REPAIR BILL

"Comparative Summary of the Budget Repair Bill" – This document compares the Conference Committee’s version of the budget repair bill as amended by the Governor's vetoes, with the previous versions developed by the Governor, Assembly and Senate (Updated May 16, 2008).

"An Overview of the Governor’s Budget Repair Bill" – This 2-page paper provides a brief summary of the provisions the Governor has proposed in his budget repair bill to close the state’s $652 million deficit (March 11, 2008).  

WCCF POSITION STATEMENTS

"Budget gap is about priorities" – This column by WCCF Acting Director Jill Jacklitz discusses the importance of finding revenue sources, such as restoring the estate tax and closing corporate tax loopholes, rather than just cutting spending. It ran in the Milwaukee Journal Sentinel on February 24, 2008.

"Miscellaneous Options for Increasing State Tax Revenue," – As the state considers what to do about a deep budget deficit, we are often asked what the options are for increasing revenue. This short paper simply lists some hypothetical options, with estimates of the annual revenue that could be gained (February 21, 2008).

BACKGROUND MATERIAL

"The Wisconsin Deficit: $652 Million (and Growing?)" – This short paper describes Wisconsin’s current deficit in the 2007-09 biennium and the very real possibility that it could grow much worse. (February 28, 2008).
